Who are you, the water police?

All the cities in our area are on water restrictions. There are certain days and times when watering is allowed, and people can get fined for watering on the wrong day. Today the newspaper had a large story about how people are calling city hotlines and turning in neighbors for breaking the watering rules. Some people are extremely zealous and call in almost every day to report others. Some bring video footage of their water-hogging neighbors to city offices! I can picture these people driving around just hoping to find someone they can bust! That really rubs me the wrong way. I think there's something wrong with people who are just itching to tattle-tale on others. Don't they have better things to do than spy on their neighborhood, hoping to bring justice (punishment) to the rule-breakers? I think these people have a deep seated air of resentment about anyone getting "more than them" and just can't roll with the fact that life is unfair. Some people cheat, and it's always going to be that way. If the city catches them, then they get what's coming to them. Why become a water vigilante? I just don't get it.
